We know that 100% of 28 is, well, just 28.**Step 2:**If 100% of 28 is 28, then we can get 1% of 28 by dividing it by 100. Let's do 28 / 100. This is equal to 0.28. Now we know that 1% is 0.28.**Step 3:**Now that we know what 1% of 28 is, we just need to multiply it by 1 to get our solution! 0.28 times 1 = 0.28. That's all there is to it!
